CHRONICALLY HOMELESS - Half of the nation's homeless population are chronically homeless, men and women who have a severe mental or physical disability, or both. The Los Angeles Homeless Services Authority's 2007 homeless count estimates that on any given night in the county 22,376 people are chronically homeless.
